Membership of the Council
4.1.1 Membership of the Queensland Aboriginal & Islander Health Council is open to Aboriginal Community Controlled Health Services within Queensland that have been deemed by the members of the Council to have met the criteria for membership as defined within the Constitution of this Council.
4.1.2 Applications for membership shall be lodged at the registered office of the Company.
4.1.3 Every application for membership shall be processed by the Secretariat that shall report to the Board of Directors for the Board’s evaluation of compliance with the criteria for membership within this Constitution prior to an application being presented to a General Meeting or Annual General Meeting for consideration and determination by the members.
Membership Qualifications
4.2.1 The criteria upon which membership into the QAIHC is determined by member organisations are as follows:
That the applicant:
(i) Is a local Aboriginal community controlled organisation, as defined by the Council’s Constitution, having Rules preventing the distribution of property to individual members of the organisation, which is governed by an Aboriginal board of management elected by a local Aboriginal community membership;
(i) Is a local Aboriginal community controlled organisation, as defined by the Council’s Constitution, having Rules preventing the distribution of property to individual members of the organisation, which is governed by an Aboriginal board of management elected by a local Aboriginal community membership;
(ii) Is committed and adheres to the NACCHO Aboriginal definition of health as defined by the Council’s Constitution;
(iii) Provides culturally appropriate primary health care and health related services to the Community which it serves as outlined in Schedule 7 of the Constitution; and
Is an incorporated body operating an Aboriginal Community Controlled Health Service.
Where Aboriginal people and the Aboriginal community are mentioned in the criteria for membership this also means Torres Strait Islanders and the Torres Strait Islander community.
Associate Membership of the Council
4.3.1 Associate Membership of the Queensland Aboriginal & Islander Health Council is open to Aboriginal Community Controlled Health Committees and those Aboriginal community controlled organisations providing health related services within the state of Queensland that have been deemed by the members of the Council to have met the criteria for associate membership as defined within the Constitution of this Council.
4.3.2 Applications for Associate Membership shall be lodged at the registered office of the Company.
4.3.3 Every such application shall be processed by the Secretariat that shall report to the Board of Directors for the Board’s evaluation of compliance with the criteria for associate membership within the Constitution prior an application being presented to a General Meeting or Annual General Meeting for consideration and determination by the members.
Associate Membership Qualifications
4.4.1 The criteria upon which associate membership into the QAIHC is determined by member organisations are as follows:
That the applicant is either
An incorporated Aboriginal Community Controlled Health Committee (ACCHC) as defined in the Constitution, which:
(i) is elected and governed by a local Aboriginal community; and
(ii) has the objective of establishing a local Aboriginal Community Controlled Health Service,
is eligible for associate membership in the QAIHC and recognised as having an essential role in the enhancement of Aboriginal community controlled health services and upon acceptance as an associate member is extended information services, advisory assistance and professional support in their transitory development stage.
An Aboriginal community controlled organisation which:
(i) provides specialist ‘health related services’ as defined within the Constitution;
(ii) is committed to the definition of Aboriginal holistic health as defined within the Constitution;
(iii) operates an Aboriginal community multipurpose centre, health post or clinic in association with, or receives satellite services through, an Aboriginal Community Controlled Health Services (ACCHS) consistent with the National Aboriginal Health Strategy (NAHS); and
(iv) is an incorporated body that is elected and governed by a local Aboriginal community having Rules preventing the distribution of property to their individual members,
is eligible for associate membership in the QAIHC and upon acceptance as an associate member is extended information services, advisory assistance and professional support.
Where Aboriginal people and the Aboriginal community are mentioned in the criteria for associate membership this also means Torres Strait Islanders and the Torres Strait Islander community.
